(1) If a person's interest in that body is replaced by another body's interest or by another body's interest after the merger or restructuring of any body, it shall be considered that an involuntary nature has been created.
(2) In case of involuntary natural creation according to sub-rule (1), that body or that person shall submit an application to the department for approval.
(3) The department may grant approval to the application made in accordance with sub-rule (2).
